REQUESTS: that by means of the present document he/she be represented in the dossier of modification of the PORN of the Natural Park Cabo de Gata, and that be considered as presented the following

CONTENTIONS:

1. - That the surface area of urban land foreseen in the previous PORN of 1994 be maintained, without any increase at all, since all of the projected enlargements or increases now only correspond to an intent to legitimize presumed offenses against the territorial ordinances or against the environment. Since the urban land (ie for construction, translator’s comment) foreseen in the PORN of 1994 has not been used up, the proposed increases are not justified, and the only beneficiaries would be the violators of the laws in force.

The possibilities of urban development via residential tourism should be appreciably reduced, 8an increase of which is predicted ), and instead link them (the possibilities) , with reserves of urban land, for tourism in hotel lodgings. The capacity of receiving people would be greater, and the occupation of the urban land much less. In the same sense, and without any justification, the PORN project foresees the possibility of continued increases of urban land within the park. If that situation should occur in the future, the proper procedure would be the elaboration of a new PORN, and therefore a simple modification of the laws in force whould not be sufficient, as the project suggests.

The urban centers, their development, conditions of construction, heights and infrastructures must be subject to the specifications which are contemplated in the PORN. Therefore, a zoning must be assigned in which the characteristics and limitations of the development are included. En the C3 zones, pre-existing groups of houses (“núcleos preexistentes”), the same specifications must be included regarding their urban development, and the development of industrial installations in these areas must be prohibited.

2.- Intensive agriculture in the open air, with irrigation farming, is completely incompatible with the internationally recognized value of this protected space. The usages foreseen in the Zones C1 must be modified. The farming must be of the traditional type and ecological, and there must be the prohibition of any intensive and/or extensive farming in the open air en C1 areas. The possibilities of intensive greenhouse farming (under plastic) must be maintained to the current borders, and not be increased, as occurs in the project. The new PORN must contemplate the guarantee that the more than 80 illegal greenhouses presently existing, must be removed and the land restored. A plan must also be established of progressive substitution of this farming for other less aggressive modalities, with priority for ecologic production.

3.- The cartography of the PORN must include the zones of special protection of landscapes.

4.- Hunting must be prohibited in areas A and B.

5.- The B5 zones must be equal to the B3 zones, and in both the tourist usage must be subject to and subordinate to environmental protection. That is, there must be foreseen a limit to massive numbers of visitors, a prohibition of circulating traffic, the prohibition of anchoring of boats, water motorcycles, the installation of beach kiosks, beach hammocks, etc.

6.- an alternative network for communication between different urban centers must be devised, including bicycle-paths or walkways for pedestrians.

7.- It should be specified, in numbers, the capacity of livestock installations (sheep, goats, etc) which the park can support in total, and according to zones.

8.- It should be specified, in elapsed time, the period of time before which a farmed land which is considered abandoned, can be destined for another use, and that use should be restricted.

9.-En the B1 zones, the possibility of constructions associated with the exploitations should be prohibited. The same as in the B2 zones. In these second zones, the rehabilitation of constructions should be limited in surface area and by percentage, and in any event, the infrastructures must not include the opening of new accesses, nor asphalting, nor aerial electrical installations.

10.-The previsions for campings are too ample, and not more than one per urban area should be allowed, with the exclusion of those urban areas which already have a camping, and should be next to the urban areas, and not isolated.
